The Peace Palace Library and UPEACE Centre The Hague jointly organized the 4th Lecture on ‘Peacebuilding in Progress’ that took place on Wednesday January 28, 2015 at the Academy Building of the Peace Palace. For this occasion, we were honoured to have as a guest speaker Sir Kenneth Keith, Judge of the International Court of Justice (ICJ). Judge Keith delivered a speech on “International Water Disputes – The roles of international courts and arbitral tribunals in resolving them”.

Sir Kenneth Keith has been a judge at the ICJ from 2006 to 2015. After 9 years at the ICJ and a brilliant and admirable court career, he will return to his native New Zeeland where he built up a main part of his career. Therefore, the lecture was an important opportunity to hear firsthand some of his experiences and opinions about the topic of international water disputes, as well was a special occasion to pay tribute to his work and give him a warm farewell.

 

In his lecture, Sir Kenneth Keith gave a general overview about the role and challenges of the international arbitration and jurisdiction on water disputes. To do this, he referred to several topics, including: international tribunals, international water law, the limits of arbitration, the role of the judges, types of disputes and relevant cases, technical barriers and awareness of environmental protection.

 

As part of the lecture, Judith Levine, legal counsel of the Permanent Court of Arbitration (PCA), gave a presentation on “The Role of Permanent Court of Arbitration on International Water Disputes”, among the highlights are: differences between ICJ and PCA; the history, role and procedures of arbitration; main international water cases disputes and the limits of jurisdiction and arbitration.
