Planning for peace in Ukraine: UPEACE Centre The Hague presents scenario for UN Blue Helmets in Donbas

UPEACE Centre The Hague (UPH) presented a report in the Ukrainian capital Kyiv on Wednesday, October 17th, 2018, on the options and possibilities for deploying a UN peace-keeping force in the Eastern Ukrainian region of Donbas. 


The report, titled "Blue Helmets in Donbas? A phased and Sequenced Scenario to Unlock the Minsk Agreements and Restore Peace in Ukraine", is the result of discussions between Dutch practitioners in international crisis management and Ukrainian stakeholders, think tanks and civil society representatives during the past half year in Kyiv. The text was written by Robert Serry, chairman of UPEACE Centre The Hague, who was one of the practitioners in the discussions.

 

It is hoped that the ideas and analysis offered in this report will contribute to increased awareness of the danger of not addressing a conflict that could affect European securtity and peace. Moreover, it can help to increase understanding about the risks and opportunities of a UN peace support mission in eastern Ukraine.

 

UPH is grateful for the generous support received from the International Renaissance Foundation in Kyiv in carrying out this special project.

 

At the launch of the report in Kiev, UPH Chairman Robert Serry discussed the possibilities of a UN Peacekeeping operation in Donbas with Richard Gowan, Senior Fellow at the UNU University Centre for Policy Research, and Oleksandr Motsyk, Representative of Ukraine to the political subgroup on the Minsk Trilateral Contact Group.
